I wonder why are forests not in fire in Brasilia -  are they felled there?&lt;br&gt;
Or poor countries have sufficient funds to extinguish fire before the government is informed about the case and makes decision about extinguishing. Probably the fire should be simply extinguished , without waiting for everything to burn down and then to ask for financial aid.
